September 21, 2020 -- Santa Monica on Monday paved the way for outdoor events at City sites that include concerts, drive-in movies and "commercial fitness activities."

The order -- the 26th supplement issued over the past six months -- also extends the City’s eviction moratorium and local emergency orders through the end of the year.

The supplemental order comes as State and County officials "provide greater certainty and stability about what will and will not be permitted in the months to come," City officials said.

Interim City Manager Lane Dilg said the order "reflects the City’s continued commitment to provide a safety net to the community and to safely allow access to recreation and activities that promote wellbeing and enrich our lives.

“We are here for residents and will keep looking at ways to bring us together through this crisis,” she said.

The order permits "some events, activities, programs, and gatherings" at City facilities by permit or license if they are allowed by the County and are "conducted in accordance with all requirements."

The order also authorizes the City's Community Services director to "implement guidelines and regulations" for these events, which include concerts, drive-in movie theaters and vehicle-based parades, officials said.

In addition, the order authorizes the director to "promulgate regulations and issue permits for gym and fitness establishments to engage in commercial fitness activities at City parks, City park parking lots, and City beaches."

The supplement issued Monday also extends through December 31 protections for tenants and small businesses impacted by the coronavirus shutdown that were set to expire at the end of the month.

A state law that went into effect September 1, precludes Santa Monica from further extending its moratorium on residential evictions.

Under the law, California renters are protected from eviction through January 31, as long as they pay at least 25 percent of their rent.

Tenants who comply with the state and local laws still owe the landlord for any remaining unpaid rent due between March 1, 2020 and January 31, 2021.

After September 30, small commercial tenants must pay at least 50 percent of the rent due except for periods when the business is required to remain closed.

The City's moratorium does not cover large businesses, including publicly traded companies and those with more than 100 employees.

Among other provisions, the order suspends all penalties related to business licenses and business improvement district assessments for fiscal year 2019-2020 through October 31.
